Tech PMC,

As captured on the cbi-dev mailing list [1] our current project lead has 
stepped down.  Alexander Kurtakov and I have both volunteered to co-lead 
the project.  I have captured the following results of the election:

+1 = 5
0  = 0
-1 = 0
