[technology-pmc] Some additional works with dependencies for Eclipse SCA

Greetings PMC.

The Eclipse SCADA has further requirements for some build and test (workswith) dependencies. These artifacts are *not* redistributed by the Eclipse SCADA project and are strictly only needed to compile and run tests for Eclipse SCADA itself.
