A works with dependency cannot be distributed from any eclipse.org property.
This includes the webserver, download server, Git repositories, etc. The
Eclipse build server (build.eclipse.org) is accessible only to committers, so
you can put these works with dependencies there for use as part of your build
assuming that, for example, the compiler needs access to certain header files
(we don't consider this server to provide broad dissemination).
