[technology-pmc] CBI signing dependencies

Technology PMC members,

I draw your attention to CQ8135 [1]

The Common Build Infrastructure (CBI) project uses various signing technology as part of the build process. I believe that these technologies all meet the requirements for designation as "works with" dependencies. Specifically, CBI functionality is enhanced by the presence of this software, but provides otherwise useful functionality when it is absent. Further it is reasonable to expect that the sort of user who makes use of CBI will have this software installed on their workstation (but that's more of an "exempt pre-req thing).
