Alas, aside from the fact that the IP Log Generator doesn't seem to work
for recommenders.incubator [1], there is one thing that worries me:

If we need an IP Log for recommenders.incubator, does that mean that we
need to have CQs for all libraries used therein on file, even if the
part of the code that's going to move from recommenders.incubator to
recommenders doesn't have a single dependency that recommenders doesn't
have itself (and for which the recommenders project has a CQ on file)?
As our recommenders.incubator encompasses quite a few different projects
and Git repos (only parts of a single Git repo will be moved), that
means a large number of CQs (even if they are only piggy-back CQs on
Orbit) for libraries that are not used by the moved portion of code.

Markus, one quick question: When did you move the code from one Git repo
to the other and did this large commit necessitate a CQ/IP-Check?

Sorry if these questions seem obvious to you, but I have a hard time
piecing this info together from the Wiki.
