We should treat Linux Tools like it belongs to Tools. You may have to explain the invalid intermediate state to them when you ask for their approval of the review :-)

Linux Tools contributed 1.0 to Juno.

With the 1.0 release, Linux Tools moved to Tools. That move has not been
completed yet; we're waiting on a move bug [1] for that. We're in a bit
of an invalid intermediate state at the moment, but you should probably
involve the Tools PMC in this.
