The idea is to apply tighter scrutiny to code that has been developed outside of consideration of the EDP. I believe that restricting it as I have described does that.

Essentially, somebody can't just show up with a new feature, open a bug, and Bob's-Your-Uncle.

Of course, I consider these guidelines and will always try to stretch them as much as possible to cover 'reasonable'.
