Hi,

the technology.recommenders project wants to request an exception for
integrating with the aggregation build until M4. We are facing multiple
problems that will break the build and we don't have enough time (we decided
to join the release train recently) to fix them for M4.
Problems are:
- 3rd party libraries not moved to Orbit yet
(http://wiki.eclipse.org/Recommenders/ThirdPartyDependencies)
- Not all CQs submitted for 3rd party libraries
- No signing of jars
- Known conflicts with the guice bundle provided by xtext
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=366288)

Our plan is to get all those problems fixed for M5.
