The goal would be to offer projects being consumed by other distributions a
smaller set of dependencies.

The initial intention would be to switch the dependencies of the Eclipse
Valgrind (http://www.eclipse.org/linuxtools/projectPages/valgrind/) charting
functionality away from using BIRT. A consumer (Fedora) of our projects is
having issues with the dependency chain, so using a more light weight component
will help alleviate the issue. There are a few other projects under
org.eclipse.linuxtools that may wish to lighten their dependencies to help
consumers in the future.
