Can you please clarify what you mean by "internal changes"? e.g. do you mean
that you've modified the source code for this library?
If I'm understanding this correctly, then those "internal changes" must be made
available under the terms of the EPL. The big question is: where? You're
effectively maintaining a fork of the code. Where do you want to maintain that
fork?
