Re: [technology-pmc] PMC approval needed for committer vote for Milos Kleint

Milos is currently an active committer on m2eclipse project. He also
brings years of experience as netbeans developer at Sun/Oracle to our
team, especially when it comes to user interface development.

Frankly, I was little overwhelmed by the amount of non-development ;-)
work involved in getting m2e going @eclipse and simply missed Milos from
the new initial list of committers. I apologise if this caused any
confusion.

The normal process is that a developer contributes some patches that are
committed by an existing committer; after some time, the contributor is
invited to be a committer and their past accomplishments are cited as
justification. Or, a person who is a well known subject-matter expert
can be nominated with their related experience as justification.
Whatever the case, some justification must be provided.

In the future, please provide explicit justification with all nominations.
