Sorry folks... I should have rolled this one into the previous note...

ESL also requires .Net 3.5 as an exempt pre-req [1]. Again, an ESL user 
would be expected to have this technology already installed on their 
workstation. Further, IP reviewing it would be onerous, impractical, and 
very-likely impossible.
