Hi,

After consideration, I think we should re-categorize the library as "exempt
pre-req" for the following reasons:

- An LTTng user is very likely to have the LTTv parsing library (lttvtraceread)
installed on his/her workstation.

- As the LTTng trace format changes (regularly), the parsing library is updated
accordingly i.e. the library version is tied to the LTTng patches version
making it somewhat impractical (definitely inadvisable) to go through the IP
process each time.
