[technology-pmc] Subversive 3rd Party Dependencies

Hi Technology PMC. The development guidelines require that we make this discussion public, so here it is.

The Subversive project currently has a number of "works with" and "exempt pre-req" dependencies [1] on some third-party libraries. I've listed them below. They want to update to more recent version of these libraries for Galileo. I have already properly scolded them for being quite tardy in getting these CQs into the system (the deadline for Galileo was M5).

Exempt Pre-req. These are all updates to existing approved 3rd party dependencies:
Subversion 1.6.2 https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3358
Subversion 1.5.6 http://dev.eclipse.org/ipzilla/show_bug.cgi?id=3359
Berkley DB Version: 4.1.25 https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3362
APR Version: 1.2.12 https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3363
APR-util Version: 1.2.12 http://dev.eclipse.org/ipzilla/show_bug.cgi?id=3364
APR iconv Version: 1.2.1 http://dev.eclipse.org/ipzilla/show_bug.cgi?id=3365

Works with. These are all updates to existing approved 3rd party dependencies:
SVNKit Version: 1.3.0 https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3360
SVNKit Version: 1.2.3 https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3361

These are completely new dependencies AFAICT. They are asking for these to be works with: TriLead SSH-2 Version: build 213 http://dev.eclipse.org/ipzilla/show_bug.cgi?id=3370
JNA Version: 3.0.9 http://dev.eclipse.org/ipzilla/show_bug.cgi?id=3371

Anybody take any specific issue with any of these?
