Would you agree that this code was written 100% by employees of the same
employer as the submitting contributor, under supervision of the PMC, and where
the employer has signed a Member Committer Agreement?
Further, would you say that it contains no cryptography, was developed from
scratch, and is 100% EPL code?
I believe that the "supervision of the PMC" part is the only gray area here.
However, since this contribution seems to be within the scope of the Babel
project and has been openly discussed in your mailing list, I'm going to say
that it's qualified.
It seems to me that this CQ is unnecessary and that you can just check it in.
