Whether having a separate project per widget is overkill or not really depends on the dynamics of the Nebula project team. Since this conversation started because a single release schedule doesn't make sense for all the widgets, I am guessing that each widget is operating largely independent of other widgets. If that's indeed the case, then having separate projects could have a lot of advantages.

Also, the Eclipse Development Process as it is currently written doesn't really support a "standing sandbox" project where code rotates in an out. That's not to say that isn't done, but we probably shouldn't be encouraging such a structure.

Some thought should be given to post-technology home for stable widgets, but unless it is very likely that the code would be merged into an existing project, I don't see any harm with going forward with creating separate projects. Nicely encapsulated mature projects should be easy to move from technology to another top-level project.

Dormant code should be archived before going through any re-structuring.
