[technology-pmc] Move IDE4EDU into a separate project

Unless somebody can present a compelling reason not to do this, I intend 
to ask EMO to schedule a review to move the IDE4EDU component out of SOC 
and into its own project under Technology.

Does anybody have an issue with this?
