Hi Naama,
It seems you are trying to install too much from the luna repository.
The correct workflow would be Help > install new software, enter the URL http://download.eclipse.org/releases/luna , then in the ?search? field search for TCF and select those items that come up but NOT actf which comes from a different project.
Or, use TCF 1.3 from the TCF milestone repo as per my other suggestion.

is it - Luna - http://download.eclipse.org/releases/luna?
if so, i tried using it but get the error :
Cannot complete the install because some dependencies are not satisfiable
org.eclipse.actf.visualization.ui.pdt.feature.group [1.2.0.R201406111357] cannot be installed in this environment because its filter is not applicable.
also i forgot to mention i'm running eclipse on Oracle VirtualBox - mint 32 - Ubuntu (32-bit)

Is there a reason you installing from the development repository?
Installing from Luna release repository - the default repository - seems working fine.

I?m trying to get TCF work with my Raspberry Pi, and flowed the step-by-step instructions TCF/Raspberry Pi (https://wiki.eclipse.org/TCF/Raspberry_Pi).
Note : I?m using LUNA. - Eclipse IDE for C/C++ Developers - linux 32-bit.
Currently stuck at ?Connecting the TCF Debugger to the Pi? stage for several days now, when I?m trying to choose Help > Install New Software and go to the TCF milestone repository: http://download.eclipse.org/tools/tcf/builds/development/milestones
I get a list of errors:

Then I use this link (http://marketplace.eclipse.org/content/tcf-terminals#.VHBuqB_laY6) and drag the install to my workspace who is open on a Remote System Explorer perspective , now trying again to install the TCF repository
And get a better result, but still get this error :
