support for CDT Dynamic Printf breakpoints was added in TCF 1.3:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=438803

You can install a nightly build from following P2 repo:
http://download.eclipse.org/tools/tcf/builds/development/nightly
