You should first add your idea to this page: http://wiki.eclipse.org/Google_Summer_of_Code_2012_Ideas
Then you should also ask (if not already done) for this on the nebula-dev mailing list, and also on SWTBot and Nebula forums; so your proposal will be widely seen in both Nebula and SWTBot users community.

I hope your proposal will succeed to find a mentor!
