We(Subversive) apply patch to SVNKit and nobody else needs to do it again
(we provide already patched version of SVNKit). This is acceptable for other
OS's so it's not clear why is there a problem with Fedora?

Fedora tries very hard only to ship one version of a library and goes quite some extra miles to unbundle libraries. This is done mostly for security/maintenance reasons.

Adding a second subversive goes (very likely) against Fedora's policies.

Btw: Do other linux distributions ship the modified svnkit?
