[stp-pmc] [VOTE] To retire currently inactive PMC members

Two PMC members are inactive - Carl Trieloff and Kal Reti. Both of these
have moved on to other things.

They are still listed as PMC members in the database, although their
committer rights have been revoked.  Stated PMC support is required
to remove them from the PMC.

This vote is take action to remove the aforenamed inactive members of
the PMC.

Votes of the PMC members are binding votes. Other votes may inform
the discussion, if there is one.

My +1 is implicit in the proposal.

Vote will remain open for three working days from the date of
message for all to respond.
