[stp-pmc] Commit rights for Sebastian Carbajales have been expired

Oisin Hurley has expired the commit rights for Sebastian Carbajales
(scarbajal).  The reason for this change is:

Sebastian was a committer on the project, but the relevant project
component has been retired. As such, I'm removing him as inactive according
