[stp-pmc] Provision of frameworks and exemplars - the balance

So I've speaking to a number of people that are customers of
the company I work for, asking them about their expectations
of the STP. Overwhelmingly, they want something that 'works out
of the box' - no surprise there! But, as part of the Eclipse
ecosystem, we are chartered to also provide framework apparatus
that will allow tool vendors to add value.

I just wanted to canvas your opinions on the matter of striking a
balance between both sides of the equation - tool instance, tool
framework.

Speaking in the context of a first milestone, I think we need
to deliver something that will appeal to both the tools
vendors and the tools users: a kind of a 50-50 split that will
excite the tools users enough to pique the interest of the
tools vendors.

Taking into account my previous M1 outline email, how
do you think we could achieve this balance in the scenario?
