Dan,

There are two processes that can be used, vote by committers based on 
contribution or vote from PMC. Once we have
a good rate of code going we clearly need to use the first process, The 
second process is usefull for setup and for example
if we work closely with WTP it might just make sense to vote a committer 
onto the project to help us in this area. So at this
point we are still following Eclipse process.

I will bring this up in the next PMC meeting, to switch to committer vote.
