This should make the Hudson builds pass again, once it is checked in.

I've asked the Hudson guys to create a series of Java 6 build jobs that
mirror the Java 5 build jobs, so we can have an idea of what's building
and what's not in the two JVMs.

There's a wiki at http://wiki.eclipse.org/STP/Policy_Component which has some
small starting points on it. It would be fantastic to have it updated
to something
a bit more legible, with links to builds and that kind of thing. The
wiki is easy to
update, and we can set up a re-direct from the web site to move browsers to the
wiki (editing and testing the web site is a really awful experience and I don't
recommend it).
