Seems I was mistaken there – Alexey also pointed out that currently there are some WTP classes that are used in the structure editor. I’ll fix that in the draft.

Unless things have changed, the Policy Details editor does actually
leverage the WTP XML editor for its textual editing pane + for editing
the <any/> elements. It also registers an XML Catalog that is on-the-fly
populated with the Policies that are part of the current Policy Catalog,
so you get intellisense... That would be a dependency on WTP...
