[stp-dev] Exemplar build system...

A build system (that just does a build and a site build), using
BPMN as an examplar has been added to

Editing this basic approach to suit other project is relatively
straightforward (caveat, if you are me and know how ;)  so
hopefully we can move forward with this.

Features still needed:
   *  run the unit tests
   *  pack/digest for the site
   *  plugin signing
   *  generate p2 metadata from site
   *  move site to committers update site

I'm not including auto-generation of the download site until
such point as we have a better idea of what it is going to
be like.

Cruisecontrol/Hudson test runs are separate items too,
but first we need to update this baby build to get the
units running.
