I also had a problem to access IRC, but I solved it by switching to another server. I was trying to connect to irc.freenode.net but here:
http://freenode.net/irc_servers.shtml

I found a list of relay servers, so I just picked one of these.

P.S. Anyway web solution works nicely as well.
