[stp-dev] Inactive committers pruning

FYI, I'm going to trawl through the committers today and prune the
inactive ones that are associated with retired components.

I'm also going to prune those who started as initial committers with
the original components that are not sub-projects (servicecreation, soas,
b2j) that have not committed anything at all.

This is in accordance with the Eclipse Foundations policy on
inactive committers (see Dev Process 4.7 http://tinyurl.com/5dyxoo)
