[stp-dev] Draft of a new downloads page

Our download page has got a bit out of date, so I've curried up a draft of
a new format at  http://download.eclipse.org/stp/draft/  -- this is just a
toplevel build page.

Note that I'm using update sites everywhere - this makes life easier! If
anyone wants zips of the plugins, enter an enhancement request :)

What do you think we should do for individual components? They
could all be linked separately on the page, or there could be individual
pages for them, or we can just have this one download. Any opinions?
