[stem-dev] STEM merge this week

This week we are merging the LUNA (Eclipse 4.0) branch of STEM back into the main branch.
Developers not on the Luna Branch will has to reinstall the STEM development environment with the latest version of Eclipse 4.x
We will be updating the documentation on the wiki soon.

Once the merge is complete, future weekly integration builds of STEM will be STEM 3.0.x(Milestone)
