[stem-dev] STEM release plan updated

Following up on last weeks discussion,
the STEM release plan and schedule have been updated.

We added interim release 1.2.2 with
bug fixed and performance enhancements scheduled for 09/10/2012
As suggested, release 1.3.0 is now set
for Jan 10, 2012 to allow more time for the Shape File Import Utility (with
dependency on Open Map CQ)
and Integration of external models for
study of food based transmission.
