[stellation-res] WVCM work-in-progress posted on the Wiki

I've created three new pages on the Wiki, all related to our WVCM work.
The first two relate to "WVCM the API", while the third page is specific
to the in-progress Stellation WVCM implementation.
WVCM.AccessingWvcmResources attempts to cover all mechanisms afforded by the
WVCM API for locating and accessing Resources of various kinds.
WVCM.WvcmResourceTerminology contains excerpts from the WVCM specification
and related specifications,
along with a number of comments.
Stellation.WVCMNamespaceDesign attempts to define:
* How the namespace managed by a Stellation WVCM server is partitioned
* How Location strings are mapped to specific resources within that namespace
* How Resource Identifiers are constructed, managed and used.
