[stellation-res] MySQL license change!

Good news, fresh from slashdot!

MySQL has added an addendum to their license. They now
specifically grant permission for software distributed under
any of a group of open-source licenses to use MySQL without
falling under the GPL restrictions. The CPL is part of this list,
and we are thus, now, explicitly granted permission to use MySQL!
