I’m not sure if your mirror script is identically to the ones which Eclipse is providing for their “mirror” clients.

Our mirror is not an official Eclipse mirror. It actually uses the p2.mirror Ant task, using the http://download.eclipse.org/releases/maintenance as input.
In this repo, which is to become Kepler SR1 tomorrow, the p2.mirror task fails on the artifact mentioned earlier. I don't know the cause, it could either be a bug in p2.mirror (but we've used it a lot for years so I wouldn't bet on it), a bug in the Kepler aggregator, a bug in the download server, or a bug in your build which might have produced erroneous p2 metadata for the artifact you contributed to Kepler.

I keep on investigating and will keep you in touch.
