[soc-dev] Rate the proposals!

Hi Mentors,

We are only 2 days away of the deadline for students to put in their proposals. Please, have a look at them and if you can, help them to make their proposal better. We also need to rate those proposals. according to that rating we will decide how many “slots” we will be asking from Gooogle and that will then ultimately determine how many projects will be accepted.
