If you'd like to work on Android related tools for Eclipse, here are 2 projects you could dig in at Eclipse Community:
* Eclipse Andmore https://projects.eclipse.org/projects/tools.andmore is the successor of Eclipse ADT (Android Development Tools) and targets at providing the best tools for Android "native" development inside Eclipse IDE
* Eclipse Thym https://www.eclipse.org/thym/ is a set of Eclipse IDE plugins to developer Cordova/PhoneGap based applications. Such HTML5/_javascript_ applications can then be packaged and deployed for the various Mobile OS, including Android.

If you're interested in one of those 2 projects, please subscribe to their dedicated mailing-list and ask in which way you could get started to contribute.
