In my experience you have to actively search for qualified students.

Last year no one applied for my platform proposals so I contacted several students I knew directly.

I also added some project ideas regarding Eclipse scripting on the wiki page.
Now I am interested how student and project selection continues. Do interested students directly apply on the GSoC webpage? Who will select the projects to be implemented? Would be great to get some more information from experienced mentors!
