| Hi Christian, First off, there is a pretty good manual about the GSoC and its proceedings that you will find here http://en.flossmanuals.net/GSoCMentoring/ The students will apply for project on Melange. All Eclipse Foundation Mentors are going to rate the the applications. Then we as a mentoring organization will get slots allocated. How many slots we will get is ultimately up to Google, but the number of mentors and students application play a role. Student application period start later today and will go on until the 21. of March. After we start to review the proposals and rank them. Hope, that a helped a little. Thanks!
