typically your best bet to find something that interests you and start there...

look through bugzilla for that project and find an issue that seems reasonable and start trying to sort out how to resolve it :)

But certainly you can apply for the next year, provided you are eligible for the program [1].

Until then it would be a good idea to have a look at the Eclipse projects [2] to maybe find one that is interesting for you.
You can also examine the Wiki page with project ideas for 2013 [3].
After that you could contact the developers of the project of your choice and work with them towards an interesting project for GSoC 2014.
