From GSoC 2012 web site timeline [1], it seems that accepted organizations will be announced in March 16th, i think mentor register will be opened after that, may be you can start the register job at March 17th :-)

Hi,

I'm going to be mentoring an Eclipse GSoC project (SnipMatch). Can I
register as a mentor now? The GSoC website provides a registration
form for Org. Admins, but this seems like a different role.

I contacted the GSoC mailing list about this a couple weeks ago and
they indicated that I should wait until I see a form posted. Thought I
should check with us in case I'm missing something - I don't want to
accidentally leave this too late!
