[scout-dev] bugzilla usage and iplog

hello committers

i've just submitted our iplog [1] for the juno release train, cleaning it up did take some time however. 

from this exercise i'm asking you to observe some details that help to make release notes and iplog handling more efficient:

(1) set the iplog flag in the attached patch (and not on the bug)
(2) use the release flag (on the bug, one for indigo, one for juno) to indicate on which scout releases the bugfix has been applied
(3) use the target milestone to indicate the oldest branch the patch is applied*
(4) in the ticket history please say explicitly to which branches the patch has been applied
(5) if a ticket needs to be fixed an a branch, the default is to create a patch and apply it to the requested branch AND the trunk
