[sapphire-dev] Timing of Sapphire 0.7 release

I tentatively set 0.7 release date on June 26th. This is the date of Kepler release. Think of it as an outer limit for the 0.7 release, since we are contributing 0.7 to Kepler, but we can ship 0.7 earlier if the keystone feature (new diagram definition language) is completed earlier.
