[sapphire-dev] Time for 0.3.1 bugzilla triage

With 0.3.1 release date of 9-30 rapidly approaching, it is time to aggressively triage remaining bugs and enhancements targeted to the release.

There are 9 in the new state and 4 in re-opened state. Please prioritize completing re-opened bugs as they represent partially-completed work and it would be highly undesirable to defer them. Outside of that, be realistic of what you can accomplish in the next two weeks and change the target accordingly. Move the bug to Future if you aren’t sure when it would be worked on. Move the bug to 0.4 if you are reasonably confident that you would tackle it before December.
