[rt-pmc] Change of RAP Co-Leadership

Dear EMO and RT PMC,

today I've got good news and bad news...

Ralf announced last week [1] that he will leave the RAP project in order to concentrate more on the development of Tabris; at the same time he proposed Ivan to take over his co-leadership role of the RAP project.

Ivan is a long term committer on the project and has a proven track record in Git, Bugzilla, the newsgroup, and all of our other channels. The project team and I are very happy to have him on board!

EMO, could you please make the necessary changes in the database?
