My personal opinion is that with systems like Jira that are available for free to open source communities (but are not considered by the EF) there is no incentive to build something new. Communities like Apache Software Foundation has no problems using Jira (despite not being open source) and other OS communities do the same.

For me Bugzilla sucks big time and literally ANTHING is better than Bugzilla. :-) (and I think Eclipse invested really a lot in making it as nice and feasible as possible)

However the greatest appeal for me to move to Github is not the issue tracking system but the way they deal with Git Repos. Anyone can fork and host his/her own Git repo, develop bugfixes and have interesting stuff merged back through pull requests. Eclipse is really missing on out on this opportunity to get great contributions.

P.s. The same goes for wikis and not using Confluence, but I save that for another day :-)

In general (not related to Jetty), I'm worried about the lock-in that comes with GitHub issues. Is this the ultimate platform for managing issues, I don't know. Who is going to architecture our vendor neutral, open-source, distributed issue tracking system?
