Hi RT PMC,

we plan on creating a charting widget based on d3.js [1] for the RAP
Incubator project.

There has been a CQ [2] for d3 by another project before, that was
unsuccessful because of some third-party libraries included in d3.
While I could try to create a stipped-down version of d3, I'd prefer
to go for a works-with dependency and keep the d3 library out of the
widget.

This widget is meant to be extensible and allow for all possible kinds
of custom chart types. Some implementations may require newer versions
of d3, and having custom builds IP-approved for every new version of
d3 doesn't seem realistic.

Would you agree that this case justifies a works-with dependency?
