[rt-pmc] Works with designation for Vert.x dependencies

In order to speed up the process, I hereby request that you please designate these as "work-with" dependencies for Vert.x by providing your +1.

org.slf4j:slf4j-api:1.7.7 [1] and log4j:log4j:1.2.17 [2] are required at compile time, but are optional at runtime.

org.mvel:mvel2:2.2.0.Final [3] is a compile and build-time only dependency. It is a templating system used for instance in the _javascript_ API generator for creating _javascript_ source files.
