I consider one +1 sufficient.
Unless the PMC decides that more than one is required (which would
necessarily complicate my life, so I'd rather not).

Yes. ECF is having a minor release (3.10.0) [1]. In terms
of OSGi standards support (support for RSA 1.1), 3.10 is the
same as 3.9 [2], so see [2] for that part of the description.
